Oak Harbor is a city on the northern end of Whidbey Island in Island County, Washington, and the largest community in the county, with a population of roughly 24,000. It sits on the shores of Oak Harbor bay and Penn Cove, within Puget Sound and about two hours from Seattle. Oak Harbor's modern identity is inseparable from the United States Navy: the Navy selected the site in July 1941, just before American entry into World War II, and Naval Air Station Whidbey Island has operated there ever since. The base is by far the largest employer in the county and shapes the city's economy, housing, schools, and community life, making Oak Harbor one of the Pacific Northwest's most distinctly military towns. Beyond the base, Oak Harbor functions as the commercial and civic center of northern Whidbey Island. Its downtown offers shops, restaurants, and services along a working waterfront, and the Pacific Northwest Naval Air Museum documents the region's aviation history. The Oak Harbor School District serves the north end of the island through a single high school, a middle school, an intermediate school, and five elementary schools, with a substantial share of students from military families. Residential neighborhoods range from older homes near the harbor to newer subdivisions near the city's northern edge. Oak Harbor's setting is a major part of its appeal. Deception Pass State Park, with its landmark bridge, beaches, and forested trails, lies just north, and the island's beaches, farms, and small towns stretch south toward Coupeville and the Clinton ferry. State Route 20 connects the city across Deception Pass Bridge to the mainland near Mount Vernon, while the Mukilteo-to-Clinton ferry offers an alternate route from the Seattle area. For residents, Oak Harbor offers a rare combination of military community, island living, and dramatic coastal scenery, all within reach of the Puget Sound region.
